Capacity-Building for Local Stakeholders in Key Mining Regions
A DENR-MGB- World Bank CSR Project

The Corporate Social Responsibility Practice in the Private Sector Advisory Services Department (PSASR) of the World Bank Group initiated a project entitled, “Strengthening developing country governments’ engagement with Corporate Social Responsibility (CSR)”. Its key task is to advise governments on the roles they can most usefully play to provide an enabling environment for corporate social responsibility, looking to maximize the link between CSR and national economic competitiveness. Five countries, including the Philippines, have been selected for technical assistance with focus on the different industry sectors and issues.

In the Philippines, the mining sector has been identified as the focus of the project, to examine current CSR initiatives, the enabling environment affecting these, and how linkages can be developed that would increase the contribution of CSR towards national development objectives. Part of the technical assistance, and as a result of the initial diagnostic on the current CSR approach in the Philippines, a Capacity Building for Local Stakeholders in Key Mining Regions, was developed for DENR-MGB. The workshop program was designed to enable local government agencies, mining community representatives, local non-government organizations (NGOs) and mining companies to work with each other to address local mining-related social and environmental issues and concerns, thus enhancing the CSR practices undertaken by mining operations. The following are the specific activities of the project:

  • Pilot CSR Workshop

    Period : 16-20 February 2004
    Location : Surigao City
    Facilitators : World Bank Consultants, MGB,PBSP
    Participants: Local mining stakeholder
    Objective : To build the capacity of MGB Regional Offices, local government units, civil society groups and mining companies in enhancing the CSR practices of mining companies

  • Training of Trainers

    Period : 9-13 August 2004
    Location : Manila
    Facilitators : MGB Lead Facilitators, PBSP
    Participants: Select technical personnel from MGB Central and Regional Offices
    Objective : Enable select MGB regional staff to gain appreciation and experience in facilitating the rollout of the CSR workshop in their respective regions.
