Pursuant
to the declaration of policy shift contained in the Cabinet Action/Decision
dated January 3, 2003 which mandated the Department of Environment
and Natural Resources (DENR) to carry out the shift from tolerance
to promotion of mining operations but with extensive social preparation,
DENR Secretary Elisea G. Gozun instructed the Mines and Geosciences
Bureau and its Regional Offices, in her memorandum of January 22,
2003, to immediately conduct nationwide, multi-stakeholder consultations
centered on the papers – Revitalizing the Philippine Minerals
Industry and the National Minerals Policy. The former was the paper
presented during the Cabinet meeting of December 19, 2002 and the
latter, one of the major imperatives identified therein.
The
National Minerals Policy (NMP): Promoting Sustainability Through
Responsible Mining is the document envisioned to be the mining and
minerals sector equivalent of the Philippine Agenda 21, the Philippine
framework on sustainable development. The Policy was developed by
the MGB over a period of four years after extensive internal and
external consultations. The Policy builds up from lessons learned
from the past to revolutionalize the present and lay down the foundation
for the future of the Philippine minerals industry.
The
nationwide consultations--conducted through the regional offices
of the MGB and through the Regional
Mining Workshops of the Philippine

comments and recommendations prior to its approval. Following were
